Compile LOGOS source and return full output including dependency metadata.

This is the primary compilation entry point that returns both the generated Rust code and any crate dependencies declared in ## Requires blocks. compile_program_full in Mode B (deterministic replay) — the full output (rust + dependencies) with the seeded Select lowering. The seeded differential harness uses this so it gets the same dependency set as Mode A.
