Expand description

Check a LOGOS program and return a typed TypeEnv for codegen.

Replaces TypeEnv::infer_program. Returns Err(TypeError) only on One typechecker finding with the top-level statement it belongs to.

stmt_index maps 1:1 onto Parser::stmt_spans(), giving IDE diagnostics a real source span. None marks whole-program findings (dimension coherence) that no single statement owns.
